Better process, better policy where All are welcome, All Together, for All of Portland.
Neighbors from Mt Tabor, Brentwood-Darlington, Lents, and Richmond all gave testimony to City Council today regarding their concerns with current proposed Code Change 3.96. Concerns include but are not limited to: problems with the lack of public engagement plan and how the code change reached its conclusions, the process, the short timeline, Divisiveness in the process from those in charge, as well as structural policy problems with the nuts and bolts of the code change policy itself. You can watch all the Council testimony below, it’s approximately minute start at 11.30 to 28.00 of the video below.
City Commissioner Chloe Eudaly was on a congestion pricing conference type tour of Europe for two weeks and was not in attendance at the council meeting.
Commissioner Hardesty expressed that it felt disingenuous to discuss 3.96 in Eudaly’s absence. Mayor Wheeler reminded everyone that people must sign up for testimony a month ahead and had no idea Eudaly would be absent. Commissioner Fish reminded everyone that the Code Change might be from one bureau and commissioner, but it is a City Council decision. Hardesty later clarified her position that she would still like discussion to occur with Eudaly present so that Eudaly can hear the public. The Mayor clarified that he will personally make sure Eudaly receives today’s testimony to review. You can watch the testimony during the first 15 minutes of the City Council 10/2/19 video below:
